Phase 2 of a project to build an east-west connector between Bannock Highway and South Fifth Avenue on the southern edge of Pocatello. The project constructed a new two-lane highway requiring two new bridges to accommodate northbound and southbound  lanes of I-15 and a new bridge over the Cheyenne railroad crossing and Portneuf River.

Additional work items included excavation, blasting, and installation of pipes under the new roadway. The construction used hot-mix asphalt paving. An epoxy coating was placed on the new bridge deck concrete surface to combat weather and salt damage. Work was completed in December 2015.
